This position serves as CUB's chief counsel of record in administrative proceedings, including before the Public Service Commission of Wisconsin (PSCW), the Federal Energy Regulatory Commission (FERC), and the Midcontinent Independent Transmission System Operator (MISO), and before the courts, as necessary. Responsibilities include: taking a leading role in evaluating utility applications of interest to CUB filed with these administrative bodies, preparing legal filings made on behalf of the organization, representing CUB at hearings in rate cases and other proceedings in which CUB intervenes, and providing legal counsel to the Executive Director and the CUB Board of Directors on CUB operational issues. This position provides legal and policy assistance to the Director of regulatory affairs and participates in formulating CUB's legal and substantive positions on issues. The staff attorney closely interacts with PSCW legal counsel and staff, the utilities, and other stakeholder groups in contested and uncontested proceedings. This position requires independent performance in technical and highly complex matters affecting overall utility regulation and requires a high level of independent decision making. Projects may require working both independently or collaboratively as part of a multi-disciplinary team.
Strong written and verbal communication skills are required. Experience in utility law and a strong working knowledge of Wisconsin's public and private electric and natural gas industry, including its regulatory framework, are preferred.
